The • Japanese Foreign Minister, Viscount Uchida. addressing preliminary meetings of the Diet, expressed the opinion that a new Japanese-America!) treaty would be concluded and would result in the nullification of the Californian land law. He added that in view of the sincerity with which the United States Stat* Department, Mr. Kei Shidehara, and Mr. Morris were endeavouring to solve the problem, Japan had "refrained from pro testing against the Californian law, but if the negotiations failed a formal protest would be lodged.
