THE FIRST MINISTER. SIR J. ALLEN APPOINTED. ADMINISTRATION OF ISLANDS. [BY TELEGRAPH. PRESS ASSOCIATION.] WELLINGTON. Thursday. The Gazette contains a notification that the Governor-General has approved of the appointment of Sir James Allen, Minister for Defence and Finance, as the first Minister for External Affairs, to have charge of Samoa and other islands under the administration of New Zealand. This appointment was, provided for by the External Affairs Act of last session, which conies into operation on December 1 next.
