WEST AFRICAN TERRITORY. A. and N.Z. PARIS. Sept.' 23. The Supreme Council has handed over to France the mandate for the Cameroons and TogolanJ.

The mandates for Togoland and the Cameroon* will add to the French Colonial Empire over 338,000 square miles of territory, and a population of over 4,500,000.
