NEW LEGISLATION DRAFTED. REDUCTION OF HOURS. United Service. LONDON, Sept. 23. A new Drink Bill has been drafted for England and Wales. It provides that the daily hours for the sale of liquor shall be 12, compared with 17 before the war, the hours being adjusted to the varying needs of different areas. The State Department denies that any instructions have been sent with reference to the Anti - Saloon League's operations in England.
