NEUTRALS DEFER ACTION.
WATCHING UNITED STATES. Australian and N.Z. Cable Association. (Reed. 11.30 p.m.) NEW YORK. Sept. 24. The Washington correspondent of the New York Times states that according to diplomatic advices Switzerland -will defer consideration of the League of Nations covenant until the three principal allied Powers ratify the Versailles Treaty. Norway will not take action in regard to the league until the United States Senate, votes.
