VICTORY FOR REPUBLICANS. A. sad N.Z. "WASHINGTON. Sept. 23. The first test of party strength on the question of the ratification of the Versailles Treaty in the Senate came to-day, when Mr. H. C. Lodge, head of the Republican Party in the Senate, moved postponement until Tuesday of the consideration of 40 amendments eliminating the United States from the commissions appointed to settle differences in regard to European frontier questions. The motion was adopted by 43 to 40.
