CABS AND TAXI-CABS.
AMENDMENT TO BY-LAWS.
The city by-laws, in respect of licensed vehicles, were amended by the City Council last evening, subject to confirmation. Provision was made that the driver and conductor of a cab or omnibus, jther than one propelled by mechanical means, shall be constantly attendant on or about thu vehicle when on ,-i stand or plying, or carrying passengers, for hire, and shall constantly remain within 10ft of the vehicle when on a stand or plying for hire. In the case of mechanically driven vehicles, the new by-law provided" for the driver and conductor to leave a stand for a limited period so long as a competent person remains attendant upon and in charge of the vehicle. Another new provision was that no person shall obtain a license to drive a motor-car or motor delivery van unless he holds a ..certificate of competency, nor unless he is 21 years of age or older. Other new by-laws made were in respect of the licensing of electric wiremen, and of the subscriptions for the children's department of the Public Library.
