ECHOES OF SHANTUNG. A. and N.Z. WASHINGTON, Aug. 27. A heated scene occurred in the Senate, when Mr. Fall accused Mr. McCumber of having stated that Japan had received goods stolen by the Germans from China. Mr. McCumber sprang to his feet, pounded his desk, and accused Mr. Fall of lying. Both senators lost their tempers,' pounded, their desks, and j shouted. They finally subsided with denials and counter-assertions.
