VICTORY OF THE ALLIES. WARNING TO GERMANY. 'Received August 30. 8 53 p.m.) Tokio, August 29. Baron Kato. Japanese Minister for Foreign Affairs, speaking at a mass meeting of the constitutional unionists, claimed to represent the opinion of the majority of the Japanese in foreseeing the complete victory of the allies. He added that if afterwards Germany attacked Japan, the latter would be prepared to meet her with guns, ships and men. He denounced the Opposition attacks on the Okuraa Administration. The latter, he said, had successfully solved important national questions and maintained Japanese honour and dignity.
