PEACEFUL DEVELOPMENT. (Received August 17, 2 a.m.) Tokio, August 16. Count Okuma. in a speech, dotlared that the Administration* will continue to deserve confidence at Home ami abroad. The Cabinet's policies are unchanged. It will carry out its national and international pledges. It had not sought territory in China, and had adhere* to the principle of equal opportunity for all nations. It had secured peaceful commerce in the Pacific. The recent treaty ensured in the future friendly relations and the peaceful development of China's resources and of international interests in China-
Count Ok um a. the Premier avid Leader of the Japanese. Government, recently tendered his resignation on account of harges of corruption being brought against him. He was persuaded to retain office by the Elder Statesmen.
