CELEBRATIONS AWAITED.

London, January 27.
There was a notable increase in insurance of property against damage by the enemy, consequent on the belief that an air raid on London and the East Coast would be attempted in celebration of the Kaiser's birthday on Wednesday.
Amsterdam reported great activity among the Germans. It was anticipated there that an endeavour would be made to celebrate the Kaiser's birthday with a conspicuous success against the allies.
MR. WILSON'S MESSAGE.
WISHES FOR WELFARE
Washington, January 27.
President Wilson congratulated the Kaiser on the anniversary of his birthday, cordially wishing his welfare.
The Republican press is asking if this is a breach of neutrality.

A message from Berlin states that the Kaiser's birthday was celebrated quietly. A religious service was held at the Kaiser's headquarters. The, : Kaiser, in a short speech, exhorted his officers to discharge their duties as hitherto.
Emperor Frances Joseph and the Sultan of Turkey telegraphed their congratulations.
