The newspaper. Rournanie, published in Bucharest, states that Mr. Asquith's declaration that Britain has undertaken the war on behalf of the honour and independence of small States has found an echo in Roumania. which knows that the present moment is one not for words but for deeds. Roumania will esteem it a great honour to fight for national unity beside Britain.

Arrangements are being made by the Bank of England to advance Roumania five million sterling against Roumanian Treasury bills.
WAR CLAMOUR IN ITALY.

Judge Coyne, an American citizen, who has arrived in Paris from Rome, states that the whole of Italy is clamouring for war. The Government is only waiting for a favourable moment to enter the conflict with the allies.

Further advices from Rome state that Baron Stephen Burian, the new Austrian Minister for Foreign Affairs, has declared that he will not grant territorial concessions to Italy or to Roumania, even .should his refusal provoke their intervention.
