GREECE MAKES WARLIKE PREPARATIONS. REPORTED AGREEMENT BETWEEN ROUMANIA AND BULGARIA (Received October 21. 10.30 p.m.) London, October 20. According to advices from Rome, messages received at Naples from Greece state that warlike preparations are energetically proceeding. Four hundred , and fifty thousand troops of the first line are ready, and 200,000 more will be ready in a fortnight.

A Daily Mail correspondent states that Roumania has concluded an agreement with Bulgaria, which assures Roumania having liberty of movement in the event of war.
