The Lord Chancellor, Viscount Haldane, speaking at tho National Liberal Club . yesterday, described the present Budget as the greatest of Mr. Lloyd George's three, because it embodied latently a co-operate system of caring for the child from birth to the end of his school life. He anticipated tho creation of a Ministry of Health.

I Mr. Lloyd George, who followed, satirically interpreted the combined Conservative and Labour protest against reducing the Budget as an encouraging feature. Had the taxes been a penny in the pound more to promote social reform, the majority of 38 would have been doubled.
