RECRUITS FALL SHORT.
CAUSE OF THE SHRINKAGE By Telegraph— Association—Copyright. (Received March 3, 10.25 p.m.) London, March 3. The army report states that the recruits for the - regular ' forces for the year ending September decreased by 2225, compared with-the previous year and the" special reserves by 2937. The decreases are mainly due to the continued activity of trade and emigration.
