Napier, Wednesday. The Harbour Board has instructed Messrs. E. A. Cullen and T. W. Keefe, two Australian engineers, engaged to report on the dredging question, to furnish a comprehensive report on the whole harbour problem, covering both breakwater and inner harbour schemes.
