CHARGES MADE IN BELGIUM. By Telegraph.—Preis —Copyright. (Received December 4, 11 p.m.) Brussels, December 4. M. Vanderveude, Labour leader, has introduced a Bill in the. Chamber providing for Parliamentary inquiry into the execution of the reforms in the Congo. He declared that the laws were laxly administered in connection with the Catholic missions, and that irregularities, including the flogging of natives and the manufacture of liquor, .go unpunished.
