The Criminal Appeals Bill was read a second time in the House of Commons. * \ The Home Secretary (Mr. Gladstone) admitted that the measure required careful scrutiny in committee, and suggested the transfer of the question for wrongful conviction ,-from the Home Office t6 the tribunals. -
