MANCHURIA.

Pekin, December 21. The Chinese Government has opened Tsitsihar, in Manchuria, to international trade and as a place of residence for foreigners.
Tsitsihar is on the Vladivostok section of tho Siberian railway, and 330 miles north of Kirin. It is the administrative- centre for the Manchu tribes. Tho Russians took possession of it some yoars ago, and erected a new town, which has been described as the most- typically Russian town outside of Russia proper.
