By Telegraph.—Press Ansociation.—Copyright. Paris, December 21. France and Spain are each sending 1000 additional troops to Tangier, but if the Governor, Raisuli, is removed, it possibly may not be necessary to intervene actively.

.France and Spain already have 1200 men at Tangier on board warships to protect the European residents. This measure was provided for in a social agreement of the Powers. A demand has been made by the diplomatists at Tangier for the removal of Kaisuli, the Governor and ex-brigand, because of tho cruelty of his administrative methods.
