AUSTRALIA'S " WHITE " PROPOSAL. BEARING ON THE TREATIES. By Telegraph.Press Association.—Copyright,, London, November 1. Replying to Mr. F. H. Smith in the House of Commons yesterday, Mr. Churchill detailed Lord Elgin's communications with the GovernorGeneral of Australia (Lord Northcole) regarding the preference accorded to British goods provided they are carried in British ships manned by British sailors. This was at variance with treaties with Egypt, Greece, Italy, Japan, and Russia. The question of the treaties would be further considered when a copy of the Bill arrived from Australia.
