London", April 3. The Temps, \referring to the Kaisers visit to Tangier, asks the reason for Germany's interference in Morocco as a third party. The act was unfriendly towards France, and (he people of France were entitled to regard it with surprise.
The Berlin newspaper, the North German Gazette (the imperial Chancellor's organ), says the position is that Germany and France arc both negotiating at Fez respecting their interests in Morocco with an independent Government and State and i.i accordance with international law.
Some of the English newspapers express the feai that the visit of the Kaiser to Tangier will create vain expectations in (lie minds of the fanatical Mahoimnedans of Morocco.
