THE KAISER'S SPEECH. (Received April 1, 10.33 p.m.) Paris, April 4. The French Minister for Foreign Affairs (M. The Temps says it is useless for the German newspapers to deny that the Kaiser's visit to Tangier and his speeches there had for their (inject the placing of difficulties in ihe way of France.
The Kaiser had advised the people of Morocco to take advantage of their independence and to proceed with the making of reforms with much caution. He could not have gone a greater length in the direction of being disagreeable towards France without causing an open breach, between the two nations.
The Temps concludes: ''France's engagements regarding Morocco guarantee commercial equality to Germany. The misunderstanding is not of France's seeking, and she ought not to modify her programme for Morocco.
