CONSENT OP SPAIN. (fieoelred October 31, 12.47 a.m.) London, October SO. It is officially announced that. Russia has requested permission for the warships of the Baltic fleet now anchored at Vigo to remain there until the inquiry has come to an end. " The Spanish Government, after consulting the representatives of the foreign Powers in the matter, has consented to the vessels remaining at Vigo.
