SUGGESTED REGULATIONS. [BY TELEGRAPH. —PRESS ASSOCIATION.] Wellington, Tuesday. It has been suggested to the Government that as a precaution against accidents such as that which happened to the s.s. Mohegan, on the Manacles Rocks, Cornwall, some legislation might be advisable which would compel owners of vessels to supply two sets of charts, one for the captain and the other for the officers' use, making it the duty of the officer on the watch to lay the bearings down on the chart, and the true course that the ship is steering; also, tlyit some such system as is now adopted by the Atlantic Transport Company should be followed, where, by their regulations, the course is to be set by the junior officer on watch, afterwards approved or altered by the senior oiucer on watch, and finally by the captain. "This still leaves the responsibility of the course on the captain, the object of the regulation being tc prevent any hesitation in regard to the alteration of a course which is observed to be wrong.
