Sir Graham Berry, the Agent-General of Victoria, '■who was one of those selected to act with the committee, questions the right of certain demands made on the colonies as provided in the Bill. Sir F. Bell, who is also on the committee, expresses himself favourable to the adoption of the measure, since it is optional with the colonies whether they agree to accept the Imperial Act.
