THE GOVERNOR'S SPEECH.

Melbourne, December .17. The Victorian Parliament was proro gued to-day by the Governor, who in, his speech on the occasion congratulated the members on the passage of the Naval Forces Bill, by which the defence of the Australian seas was for the first time adequately secured. Alluding to the New Hebrides, he said that the well-grounded apprehensions which existed concerning the action of the French had been relieved by the convention recently concluded between England and France. The prosperity of the colony was greater than ever, and if there was some falling off in the mineral wealth of the country, it was amply compensated for by the increase in manufactures and the solid develop-i ment of agriculture. The revenue was never more abundant, or more easily collected than at present. In conclusion, His Excellency, referring to the forthcoming Centennial Exhibition, said that success was assured owing to the liberal support which would be accorded from all parts of the* world.
