The Government has withdrawn the Reform resolution, and will introduce a Reform Bill on the "28th March. A ministerial crisis occurred on the Bth. March, the majority of the Cabinet insisting on. a large extension of the suSrage. The Earl of Carnarvon, Lord Cranbourne, and General Peel then resigned. The vacancies in the Ministry were provided for on 9th. March, the Earl of Marlborough, becoming President of the Council, the Duke of Buckingham Secretary of State for the Colonies, Sir J. Pakington, Secretary for War; Sir Stafford Northcote, Secretary for India ; the Bight Hon. T. Carry, First Lord of the Admiralty; and Mr. S. Case, President .of the Board o£ Trade. The Duke of Richmond refused the office as Secretary of State for the Colonies. The Derby Government has announced its intention to stand or fall by the Reform Bill which is to be introduced on the 18th of March. It was proposed in the House of Commors on employ the native Indian army in the British colonies and military dependencies. A select committee appointed by the Government proposes four new standards for the franchise. Ist, the educational; 2nd, possession or £'30 in the Savings' Bank ; 3rd, ownership of £50, funded property ; 4th, payment of 205., direct taxation. The' Borough franchise is to be rcduced to £6, and that for the country to £20 rating. The total new votes is estimated to be about 416,500, Totness, Yarmouth, Lancaster, and Reigate will be disfranchised for bribery and corruption, and all boroughs with a population uuder 7000. Thirty seats were disposable, and of these fourteen will be givenjto new boroughs; fifteen to counties, and one seat to the London University. Intelligence has been received of the murder of Dr. Livingstone. The latest news states that the Fenians are now threatening Tipperary; a severe conflict with the Royal troops took place at Clonmel the large towns arc quiet, and reinforements and gun-boats have bocn sent from England. It is proposed to form armies of reserve and increase the voluute.es' pay by 2d. per day. In a Fenian movement near Dublin several hundred rebels took part, shots were exchanged, and the royal troops pursued and arrested 90 of the Fenians and made a large seizure of arms. The Liverpool Gr. nd Steeple-chase was won. by Columbia. Advices from New York of March 3rd, state that the fourth Congress had passed a bill for military Government in the South over the veto of President Johnson, and a tax of 2J- cents Oil cotton, The Senate rejected the bill proposed by the House of Representatives for the issue of an additional hundred million of greenbacks. The bill for tlie re-organisation of the French army has been submitted to the Chamber of Deputies. It is extremely unpopular in France. GENERAL SUMMARY, London, February 26. The Australian December mails were delivered in London on the 11th and 16th Eebruary. The Queen's health has much improved. A plan has been proposed by the Governor, who was appointed by the Crown to represent the Imperial Executive. The General Parliament consisting of Upper and Lower Houses to legislate i for the United Provinces, and also the formation. of local parliaments. / I A Fenian raid on Chester of Goo'men was frustrated by the activity of the authorities.

Bishops Milman of Calcutta, Alford of Hongkong, and Sawyer of Grafton and Armidale have been consecrated. The Eyre prosecutions had commenced. A match has been made between Goss and -Baldwin for the championship of the ring, and between Kelly and Chambers for the championship of the Thames and Tyne. In both case the stakes are large.
