MESSAGES The Speaker eomrounicated the following Messages from bis Honor ihn Superintendent:— No. 27—covered an intimation from his Honor thai he could not recommend the sum of £l5O to be placed on the estimates fur a salary to the Registrar of Mirths, Deaths, and Marriages, and that the payment of such salary belonged to the General Government. Ordered to be taken into consideration on Tuesday. No. 28—Was a similar intimation from bis Honor respecting £SO for the rent of house for Provincial Surgeon. As the surgeon was supposed to reside in the Hospital, he could not reComniuud the appropriation. DISSOLUTION. Mr. CONN ELL brought up the report of the Committee appointed to prepare a petition to bin Excellency the Governor, recommending him to dissolve the Provincial Council. Ordered to be read. [The petition appeared our'iome of the 19th September.] PAN MURE SCORIA ROAD. Mr. WILLIAMSON, in the absence of Mr. Bren- '• That a respectful address be presented to bis Honor the Superintendent, requesting bira to place on a supplementary estimate the sum of £IOO, to be expended on the Panmure Scoria road," Agreed to. DISBURSEMENTS SINCE JULY 1. Mr. POW DITCH rose ;o move—- " That his Honor's Message No, 15, and enclosures, be taken into consideration by a committee of the whole Council this day. He would direct the attention of the Council to this Message, which coveied accounts of disbursements from Ist July to lhth August, from which it would appear that money had been expended without the approbation of the Council. It would take up too much time to look into these odds and ends, but he would name a few items. Money was expended on account of horses for the City Council : the City Council had uo horses. Elliott, for surveys. The. City had been surveyed by the Chy Surveyor. He could not understand bow these items had been expended, unless they had been taken out of the £'JOOO due to the City, He hoped that money would not be expanded which was not in the Appropriation Bill, «nd that the Council would repudiate such proceedings, and expunge all items not voted by the Council. He moved that the Council do go into Committee for the consideration of the message named. IN COMMITTEE. Mr. J. O'NEILL suggested that, as the contents would require some cons df ration, some one ought to be sent down by his Honor the Superintendent to explain the items, unless the hon. m»mher for the Southern Division whs in a position to do so. The Council were quite competent to send f..r any information necessury for the carrying on of business iu the service of The SPEAKER said be bad no means of sending for any one. Mr. POW DITCH would recommend the Council to send lor his Honor the Superintendent. He was surprised the hon. member representing the Executive was not in a position to give anv information. He brought the matter before the Council in consequence of the Audit Committee not having taken it up. Mr. Whitaker said there was no Audit Committee required to tell them that the money had been spent — ther were already acquainted wiib that fact. The Audit Committee had examined the accounts up to SOth June, and all the accouuts occuiring aince then would appear before them at the proper time. He would recommend the hon. member to withdraw his motion, let the matter take its regular course, ami take action upon it when the accounts were laid before the Audit Committee. That money had been recklessly spent, there .appeared to be no doubt. MESSAGES From his Honor the Superintendent wore handed to the Speaker. No. V 9 Covering a Debenture Bill, authorising the borrowing of certain sums of money on debentures. Mr. TAYLOR moved the first reading of the Bill, Mr. DIG NAN said that it ought to be printed and put in the bands of the members of the Council. It was a roost important matter, and required serious consideration. Ordered jto be printed, and read a second time on Tuesday. No. 80—Covered a recon mendan'on from his Honor the Superintendent that the sum of £IOOO be placed upon the estimates for making the Great North Bead, and £IOOO for a cart road from North Shore. CONSIDERATION OF MESSAGE No. If, (resumed). Mr. POWDITCH presumed that the consideration of the items in the accounts produced in this Message was too much trouble for the Audit Committee—so they had no other means of disposing of them but by having them brought before the Council. Mr. \\ ILLIAMSON believed that the duties of the Audit Committee were confined strictly to the appropriation of money spent last session, and that when the report was placed on the taide their duties were over. Mr. WHITAKER could not see what advantage would be derived from referring it to a committee. The Council could do nothing in the matter, except express its disallowance of such illegal appropriation of the funds of the Province. They could deal with any accounts occurring during the half-year up to June 30th, but not with those included in the present half-year. He hoped the Council would not adopt the resolution of referring it to a select committee. Mr. WILLIAMSON suggested that the committee should come to some resolution, and recommend the Council to;:dojrt it. Mr. POWDITCH said that they could aot come to any resolution, or pass n vote of censure, without first having the facts of the case before them. He would give notice that, on Thursday next—- " A Select Committee be appointed to inquire aud report on the matter referred to in a resolution of a committee of the whole Council, passed on Monday, the 17tb September. Committee to cousist of Messrs. J. O'Neill, Derrom, Council, A. O'Brien, Taylor, and the Mover." PROPER APPROPRIATION OF FUNDS. Mr. POWDITCH rose to move the following resolutions:— " That this Council do not ratify the the Appropriation Bill for the ensuing period of the year, until his Honor shall signify to them by Message" that it is his intention to appropriate the funds voted in this and preceding sessions in strict accordance with the terms of such Appropriation Bills. "And that the moneys of £2OOO and £3OOO, as voted last session shall be paid over to such persons as the Council will name loappropriate the same until the le-establishjuent o/ the Citv Council." He said that, notwithstanding appeals from that Council, considerable sums of money bad been misappropriated by his Honor. The Council ought to adopt some severe measures, if the wishes of the people, through (heir representatives, were uot complied with in the expenditure of public money.
