REPORTS. Mr. BOYLAN brought up the renorls of tho Select Committee in the matter of the petitions of White and another, and of John Alakepicce, in respi ct of City contracts. Reports) received. CONTINGENT NOTICES. Mr. POWDITCII expressed a wish to withdraw the contingent notices which s'ood in hii name. The SPEAKER remarked, that if uot brought forward tb.-y would necessarily lapse. MESSAGE No. 1.3. Mr. PO\YDITCH then gave notice that on Monday he would move,•'That the Message of the Superintendent, No. 15, bo taken into consideration liy a Committee of the whole Council. ADDRESS TO THE GOVERNOR. Air. POWDITCH further gave notice that on Monday, lie would move the adoption of ao address (which he read) to his Excellency the Governor, relative to distracted state of the Province, in consequence of the acts of the Superintendent. RESOLUTION OF COUNCIL. Mr. DILWOHTH, iu conformity with notice givon, begged " to ask the honourable member who rnpresents his Honor the Superintendent wheiher he intends to act on the resolution of the Council of the '2oth of August last, respecting public works.'' Mr. TAYLOR could scarcely p;ive a direct answer. All works, as a general rule, would be carried on now, and in future, by tender. It was the best way, and one which would save the Executive much trouble. There were tenders, however, which were sometimes ineligible, aud the Superintendent won d fail in his duty were ho to accept (hem. If tb* Superintendent were to he debarred from using some discretionary power, it would destroy all power of lreo action on his part. GREAT NORTH ROAD. Mr. DIGNAN moved,— "That a respectful address be presented to his Honor the Superintendent, requesting him to place on the additional estimates the sum ol £'l,ooo, to be expended in the continual ion of the works on the Great North Road ; and also the sum of £I,OOO to be expended in the makiug of a Curt Road from tho North Shore to join on to the Great North Road. The montiou was seconded by Mr. Hill aud agreed to. REGISTRAR OF BIRTHS, &c. Mr. CONN ELL moved,— " That a respectful address bo presented to his Honour the Superintendent, requesting him to send down an estimate to pro ride a salary of £IOO for the Registrar of Births, Deaths, and Marriages for the district of Auckland." Mr. CILITLLAN seconded the motion, which was agreed to. DISSOLUTION OF COUNCIL. Mr. CON NELL gave notice that on Monday he would move, — " That the Council adopt the petition prepared by the Select Committee, to whom the previous report ol same Committee, brought up ou the 3rd instant, was referred for reconsideration. APPROPRIATION BILL. The Council went into Committee on the Appropriation Bill. Schedule D. Mr. TAYLOR moved that a sum of £4.500 be granted for the Great South Ruad. Mr. BOYLAN was opposed to such a grant. Mr. DIL.WORTif, considering that money would be obliged to be borrowed, and that there were other urgent pu'die works to be provided lor, he would r(*siric ( the grant to £12,000. Air. WILLIAMSON, in reference to the very great importance of this load, would support the origin.il motion. Mr. DERROM dissented from such a grunt. Mr. DILWORTU hoped that the sum he asked lor would he granted. Now was the time to employ the money if voted. Mr. BUSBY objected that the -largest sum had always been voted for the South Road. Was this justice 1 His ideas were different. Air. HILL would support the amendment. Mr. BOYLAN would consent to vote £I,OOO. It would he a fair proportion. Mr. POWDITCH contended that the Great South road wes by far the most imp ;rtanl road in the colony. It would not, indeed, suffice it open up the country, but it would render much that had hem opened up practicable, and it would greatly fatilhate the opening up and establishing the communication with Waiuku, VVaikato, and other important parts of'the country. Alter a few remarks from Mr. DILWORTH the amendment was carried. Ayes, 8, Noes, 7. The amendment of Air. G ILL J LEAN that £IOO instead of £BOO be granted for the Ouehunga Rod, as a just proportii n of the funds was agreed to. The item of £SOO for a pier nt Onehunga was exexounged. Land should he reserved.iu endowment of the Harbour, and charges levied in maintenance of the works. The item of£sQo for Queen-street, Onehunga, was refused. But that of £l5O to complete the road between Otahubu and Ouehunga was agreed to. On the motion of Mr. GILITLLAN the grant asked far the Kyber Pass Road was reduced from £4OO to £2OO, and, after a very animated discussion, carried. The item of £2OO for the Kyber Passage was refused. The grant of £ 1,000 for the Waiuku Road was warmAh. GILFILLAM moved that the sum be £SOO. Air. WILLIAMSON said that it was of the utmost consequence that the Executive member should be in a fiosiiion to give the Council every information. The Chief clerk ought to attend. Individual members might g've erroneous information. Waiuku, at present, was the main source of attraction to immigrants, and the block only required to be opened up to attract a great many settlers from Meloourne and Sydnev, to whom the (character uud capabilities of the land wjre well known. Mr. GILFILLAN'S amendment was negaiivcl. Ayes (J, Noes 8. Mr. DILUORTH then moved that thesum be £i>oo. Motion carried. For the road to the Wui.oa and Thames the sum of £2.10 was voted. The item of £SOO for the Tamaki Road was met by an amendment that the sum be £2si>. The amendment was lost, aud the original motion negatived. The sum of £I,OOO for the Howick Road was reft; Bed. The sum of £250 was voted for the road from the church to the Beach at Howick. For the road past Tutty's Inn, to straighten an angle, the sum of 300/. was refused. The item of 80/. asked for tho repairgof Mechanics' Bay Bridge was, on the amendment of Mr. Dignan, increased to 300/., the work being one of very great public necessity. A)cs il, Noes, 4. The sum of 1,600/. for road repairs generally was reduced to 100/. The following items were agreed to:—100/. for the Hokianga Road ; 100/. lor the Mougonui Road to Wangaroa, and 160/. to complete the Howick pier. The following items were refused .—2OOI. for repair of tools, .3001. for general labour, 5,00.0 to meet contributions of equal amount for roads and bridges; and and 16,0001. lor constructing a tramway at the Awaroa Portage. TUBLIC BUILDINGS. Under this head the only sum voted 'was 1,0001. for the hard-labour men. Ayes 8, Noes 7. For a ferry from Kororarcka to Waitanga the item of 1501. was refused. MISCELLANEOUS. Under this head, a contribution in aid of tho steamer Woiiga-Wonga of 1 5001. for the half-year ending the .'Jtst December, 1855, was carried. Likewise a sum of 5,0001. for inter-colonial steam communication to the William Denny for the ensuing twelve months. Both these ittins were warmly debated ; and it was clearly intimated that the owners of the William Denny would be expected to place a second steamer ou tho line before milking a renewal of their application. The item of contract su veys of waste lands, 3,0001., which wbr removed lrom Schedule B to schedule D, was agreed to. The Chairman reported progress, and the Council adjourned at a little before 8 o'clock. Friday, Sei-teheer 14, 1855. The Council met pursuant to adjournment! Prevent —The Speaker and 10 members.
