Mr. WTHTAKER was sorry to object to the resolution*.' When the Appropriation ISiil came on, it would he quite time enough to introduce them. He was go ing before hi* work—all these scatters would come before the Council in due course. Mr. POWDII'CH «aid they only wanted his Honor to understand that the Council would not sanction the expeuditur* of money without its concurrence. Mr. DIGNAN moved that the last clause be struck out. Mr. CONNELL drew the hon. member's a'tention to the fact that the reply had been made, and the discussion was at an end. , Mr. J. ON KILL would not vote for all contained in the motion. It his Honor paid money away illegally, his own pocket must pay for it. He would recommend the withdraws! of the motion. The SPEAKER ruled that the hon. member was out of order—the reply had been nmde. Mr. J O'NEILL complained of having been allowed to go so far in his remarks, and then stopped. The motion was withdrawn. PETITION FOR DISSOLUTION. Mr. CONNELL moved—- " That the Council adopt the petition prepared by the select committee, to whom the previous report of same committee, brought up on the 3rd instant, wuu referred or re-consideration." He would merely move the adoption of the petition, aud that it he presented to the Governor when the business oftho Council was at an end. Agreed to. Mr. A. O'NEILL moved " That a respectful address be presented to his Honor the Superintendent, requesting: a return of all sums of monty expended by the authority of his Honor ibe Superintendent out of the £20.i0 voted by tbi» Council to be expended by the City Council, and on what works such sums have been expended." Mr. POW DITCH seconded the motion, which W3s agreed to. APPROPRIATION RILL. The Council went into committee on this Bill. Mr. TAYLOR moved the sum of jfciOO fur salary of Pilot at Knipara. Mr. POWBITCH proposed £l5O. He considered that it was enough, as they already had buoys laid down. Mr. J. O'NEILL did not consider the amount kufficient. Vessels were at the mercy of a native pilot, aud the navigation of the river was very intricate. £l5O 'or salary of pilot was agreed to. The item of boatmen was negatived. Upon the proposition that 180/. be granted towards Pilot establishment at Kaipara, Mr. li US BY objected to the amount. He held in his band a communicition from a few respectable merchants at Kuipsra, in which it was stated that the dues received by the pilot were, sufficient to cover a 1 expenses and leave a balance of 80/. He moved that tbe amount be 8 ■!. Mr, WILLIAMSON thought that when a port was declared a port ot entry, it ought .o be made as safe as posiib ! e—particularly in this case, as Kaipara waa a v»iuahlo port, and had a jrood export trade. Mr. POWDITCH said tbe amount was too mueh ; no doubt tbe pilot was earning money in other ways, and as he #ould only be e nployed a few times in the year, he thought 10ft/. suiricixnr, Mr. Busby's amendment was agreed to. Mr. TAYLOR moved that 500/. be voted for lsjir.g down buoys at Kaipara. Mr. BUSBY said that 500/. were voted last session —l5O/. for tbe buoys, and 35!)/. tor laying th in down. He could not understand why another 5 'O/. was wanted: it must he some mistake in hiving them plaoed upon the estiniaes. Mr. CONNELL objected to the amount ; the E>:s<cu'tve had not afforded any information on tbe subject, ami the consequence of the amount being negatived must fall upon the Executive. If the amount formerly voted was not sufficient, his Honor ought to have sent dorm a M< s»aj»e to that eflf-er. Mr. WILLIAMSON' recommended postponement until further information was procured, which was agreed to. .£SOOO were voted, as a loan, to the Hsrbour Comni. t tee. Great North Road, .£IOOO. Orrusby, praying the Cou.icil to investigate bis claim upon the Waste Land Hoard for surveying the Wailiuku Block which cluim was repudiated by the said board. Petition received and read. SALARK OF REGISTRAR OF BIRTHS, &c. Message No. 27, referring to this matter was read in which his Honor observed that he could not recommend the salary suggested by the Council viz. £l5O, upon the ground thut the Central Government would make provision for the payment of the office. Mr. CONNELL did not know what to think of the Message, the Conn il voted the address to his Honor stating that the office was necessary. It bad been stated by some hon. Member that a reduction had been nude in the salary of those offices of Births Deaths and Marriages by the House of Represeinatives with the understanding that a sum would be vottd by the Provincial Council. Th > officer at present is most in-em-ciently paid, and at the same time that other salaries ate being advanced, his had been reduced, he was now on a par with a commoi clerk, and the remuneration received was not sufficient for the duties performed. In reply to the address forwarded his Honor sends word that he cannot recommend any appropriation of tnon-y for the officer, whose attendance at his office is o m ulsory by law, and b. ing in the receipt of fees on account of the Province, he in return is to receive no remuneration, he would move that an a !dres3 be presented to his Honor requesting that he will have the kindness to re-comider the matter. Mr. J. O'NEILL said that the hon. member was correct in stating that no provision was made by the General Government for this office u ( on the principle that it was not called upon to i rovide salaries for those performing dutn sof a Provincial character It was unreasonable to expect the officer to remain on duty from 10 until 4 and receive nothing fot it, he would vote for an increase upon the amount named, it was a very important office aud one that ought not to be overlooked. Mr. TAYLOR thought that as the General Government retained the fees they ought to provide the salary. Mr. BUSHY suggested that in preparing the address to his Honor for reconsideration the tact that the other Provinces provide for the salary of .be Rvgistnr of Births Marriages and Deaths should he introduced. Mr. DIGNAN would support tbe address unlessbia Honor could shew to the Council that tbe office was not necessary, be had no right to abolish offices that were in existence when his Honor took offic, he thought that the addross was not worded sufficiently stroug enough. Mr. CONNELL would add a few words to the address viz. " which office iadespeusible is, in the Other Provinces provided for by the Provincial Government." The address as amended was agreed to. SALARY TO PROVINCIAL SURGEON. Council went into Committee to consider his Honors Message in which be states that he was unable to discover any ground to warrant him reccommending the sum of £SO to be placed on the estimates for sahuy for the Colonial Surgeon. Mr. CONNELL the postponement of the consideration ot the Message. Agreed to. ERROR IN NOTICES. Mr. HILL complained tint he gave notice that he would bring forward two motions on Tuesday (this dnj) they were not on the paper. It Was afterwards discovered that they were inadvertently placed upon Monday's paper, the Speaker ruled that with the consent of the Council the hon. member could bring forward his motions after the orders of the day were disposed of,
