INVERCARGILL. February 3.
A gentleman who attended Mr Conyers last night reports that his condition is unchanged, and might be move favorable than it is. He awoke this morning, recognised his friends, also Air Grant (Dunedin), and turned over and went to sleep again. His disposition to sleep is very strong. Messrs Ballance and Stont are , at Riverton to-day, and will be at the Lakf* to-morrovr, and back here on Saturday. They stay till Monday, and then go to Dnnedin. The Hons. Messrs Stout and Ballanoft visited Riverton to-day, and were inter viewed by a deputation with regard to'tjio borrowing powers of County Councils. Mr Ballance replying said that it was proposed to place County Councils in thesame position as Municipalities ; that was, to to give them unlimited borrowing powers, subject to the sanction of the ratepayers.
