BRITISH-FRENCH AGREEMENT LEBANESE GOVERNMENT NOT BOUND Beirut, Nov., 22. The Lebanese Government issued a statement that it would not be bound \y the British-French agreement regarding the Levant, which was reached in her absence and tende to infringe her rights and interests. The statement declared that Syria and The Lebanon were playing vigilant attention to British-French military talks. Beirut, Dec., 23. British and French commanders held their first meeting to di cuss the withdrawal of forces from the Levant. Reuter’s Damascus correspondent says that the Prime Minister told Parliament that the Government had received an explanation on almost all points of the British-French Levant agreement, except those regarding the United Nations forces to replace the British and French troops. Parliament referred the matter to its Foreign Affairs Committee for consideration and a speedy report. Business in Damascus was closed down during the discussion, serre students demonstrating against the agreement.
