The Senate adopted an amendment to the Naval Bill tentatively limiting battleship displacement to 35,000 tons unless "the President is determined through consultations with other naval Powers that that tonnage limitation shall be exceeded." Senator A. H Vandenbcrg explained that this was to prevent the United States from assuming the leadership in the world armament race.
