STATE OF EMERGENCY PROCLAMATION UNDER CONSIDERATION United Press Association—By Electric Telegraph—Copyright) BERLIN, 13th August. Herr von Papen is continuing as Chancellor. Hitler had a lengthy conversation with President Hindenburg, who repeated his invitation to share in the Papen Government but rejected Hitler’s demand for the Chancellorship and regretted Hitler’s refusal to fulfil his preelection statement that he would support a National Government. It is understood the President told Hitler: “I am in a position and ready to curb any attempt to seize power by violent means.” It is believed the Government is considering the issue of a proclamation of a state of emergency to frustrate any Nazi move.
Hitler interviewed Schleicher and von Papen, who informed him that President Hinderburg insists on the formation of a non-party Government in which the Nazis could participate, hut could not have the Chancellorship. Hitler declared the election had shown that Germany wanted him as Chancellor. He also demanded the portfolio of interior defence. Von Papen offered the viceChancellorship, hut Hitler refused, and insisted on the Chancellorship. Negotiations thus failed.
