KAISER VISITS AUSTRIAN EMPEROR. PARIS, Dec. 15. Various versions of the Kaiser's recent mysterious interview -with the Emperor "Francis Joseph at Vienna, and also of Count Tisza's visit to the K-user. agree in showing that there are dissensions between the two monarchs. It is reported that the Kaiser urged Hungary to make concessions to the Transylvanian Roumanians to prevent Roumania's intervention. •PROMISE OF TERITORY. SOFIA Dec. 15. Marshal Von der Goltz, interviewed, declared that Bulgaria would oonti-vo her present policy, and with Roumania would receive a pci'manent extension of territory at the end- of the war.
