CHRISTMAS TRUCE PROPOSAL
FAILURE OF THE POPE'S EFFORTS ROME. Dec. 15. The "Osservatore Romano," the organ of the Vatican, referring to the Pope's efforts to arrange a Christmas truce, says his reasons were his sentiments of humanity and pity for the families of the combatants. All tho Powers declared that they appreciated the loftiness of the Pontifical initiative and tho majority ,sympathetic (towards tTto proposal. Some, however, were unablo to agree, and in the absence of unanimity the Pope was unable to achieve the result desireid. WASHINGTON, Dec. 15. A resolution has been introduced in the Senate urging a 20 days' truce to the war operations, in order to stimulate the belligerents to reflections upon the meaning of Christmas.
