OPENING OF TURKISH PARLIAMENT

THE SULTAN'S SPEECH. (Received Dec. 16, 1.20 p.m.) AMSTERDAM, Dec. 15. A Constantinople telegram states that the Khedive attended the opening of Parliament. The Sultan's speech declared that when Turkey was firmly observing the strictest neutrality the Russians attacked the Black Sea fleet, and England and France had sent troops to her borders. Therefore Turkey was compelled to go to war.

The Sultan -was convinced that Turkey .vouid add fresh victories to those gained by the glorious German and Austrian armies.
