OPERATIONS AGATNST NORTHERN REBELS. (Peess Association.—Copyright.) (Rec. Dec. 23. 9.20 a.m.) SHANGHAI, Dec. 22. General Chang-Hsun, Governor of Nanking, has been appointed military inspector of the southern Yangtze, to operate against the northern Kiangsu Tebels. His troops threatened to loot Nanking if he left, whereupon ChangHsun obtained 300,000 dollars pay _fo> them on the basis of their accompanying him. Feng-Kuo-Chang, the new Governor, pai-d two-thirds of this sum and the Chamber of Commerce one-third.
