VIEWS OF "THE TIMES." THE STATES AND THE COMMONWEALTH. [Peess Association.— Copyright] (Received Sept. 11, 8.10 a.m.) LONDON, Thursday. "The Times," in an article dealing with Lord Northcots's farewell as Go-vernor-General of Australia, refers to the high tribute paid to him by his successor, and reverting to the question of immigration, urges the States forthwith to make a virtue 'of impending necessity. The paper adds : "As the main power of the purse shortly will devolve upon the Commonwealth, the States might save much overlapping effort and expenditure." "The Times" considers that it is more than time that an Australian High Commissioner was appointed.
