Reuter's St. Petersburg correspondent states that the revolutionary movement is declining. A congress f Polish revolutionists held in Finland resolved on discountenancing revolutionary action until April 14th, when it will resume the struggle of the peasantry. ST. PETERSBURG, Jan. 26. The Russian Government is considering the initiation of vast public works to relieve the starving peasants.
