THE WATER SUPPLY.
COMPLAtNTS OF SHORTNESS. HOURS FOR IRRIGATING RESTRICTED. A lengthy discussion took place at the Council meeting last evening on the city water supply. The matter was introduced by an application from the Anchor Company for an inch service to be used in connection with steamers on the crudlß Cbm'piaihts ol .shortness of water were received from Mrs Vickerman, Russellstreet ; Mr W Simpson, Beachville ; and Mr G K'd'son, Tifcahi-street. . The i City Surveyor also reported in connection with the matter, and said :— "Several complaints have been received from residents on the high levels as to want of pressure on the water mams. This of course is due to the great quantity of water being used in the irrigation of gardens, etc. The water is now slightly below the outflow of the dam during the day, but rims over at night".'. • •"■ ' . . Cr Haggitt said in view of the complaints received he would oppose the Anchor ZZuipanya application. Cr Pettit said if ordinary ratepayers wete going to Be iacßßVeriifehcgd the application should, ttofc be granted. THB Ms.V6r 6<tiu tlie water was being] very fVefely used, full Mlvaritage having I been taken of lijie rion-enforcement of j hours for WateMng. A, great deal of water was going to Waste. The trouble was. diie entirely, to (th^se on the low parts qf^tjie town Wasting water. The meter woulu be. leauy ih a short time, and then they would have an indication of the enormous, waste. There was an abundant, supply for all; but it was their duty to pr»vent th» waste which wafi HdW going on. As to the Anchor Company's application it should be granted, at the usual rate. < Cr Petfit ..moved that tho , Anchor Company's application Be granted, the Finance Committee to fix the rate. Cr Hounsell moved as an amendment that the application bo granted subject to the hours of using the water being from 8 to 12, ov IS to 4, and that £5 be charged. Cr Turner^ pointed out that the water would have to be used according to the tide. Cr Atmore' said the water would not be often used, and it would be absurd to deprive tile Foundry oi the use of the water. Cr Hounsell's amendment was lost by 5 to 3, Cis Hounsell, Haggitt and Harrison supporting. Cr Pettit altered his motion to read that tho application be^ granted on the usual condition, and this was .carried. The Mayor Uje)i ijibvfcd that in View of the JSortnSSs of water on the high levels and in tlie outskirts of the city, the feours during which the use of the hose be allowed from 5 to 7 a.m. and from 7 to 9 p.m. Cr Hounsell said the trouble was that the dam was not in the right place — it should have been higher up the stream. The high level complaints would never cease until some system of storage was instituted. Cr Pettit thought the motion was a proper one, as there was an enormous and selfish waste of water going on on the low levels: Crs Turner arid Haggitt referred to the woakriess of the Supply of water at the Port. . . Ci' Weblcy stated that there was plenty ol watgf for the' high levels if there were no, waste on the low levels.
