Anglo - U.S. Food, Production Pools

Mr. Churchill has announced on behalf of himself and President Roosevelt, the establishment of a combined Production and Resources Board and a combined Food Board to complete the organisation needed for more effective use of the combined resources of the United States and Britain for prosecution of the war. •

The Combined Resources Production Board is to consist of the chairman of the War Production Board, representing the United States, and the Minister for Production, representing Britain. The Board will firstly arrange a single programme adjusted to the strategic requirements of the war as indicated by the, combined chiefs of staff and to all relevant production factors.

The board will take into account the need for maximum utilisation of the productive resources available to the United States and the British Commonwealth, the need to restrict demands on shipping and the essential needs of population. Secondly, the board will be in close co-operation with the combined Chiefs of Staff to ensure continuous adjustment of the combined production programme to meet the changing military requirements.

Establishment of a combined food board means that in principle the food resources of the two countries will form a common pool. The board will consist of the Secretary for Agriculture and the head of the British Food Mission to the United States, the latter acting under instructions of the Minister for Food. The board will deal with problems of supply, production, transportation, disposal,*, allocation and distribution of food, agricultural materials and equipment.
