Why Government Moved From Capital

LONDON, October 24. The Soviet spokesman disclosed that the decision to evacuate certain departments and the diplomatic corps from Moscow was made at the moment ot an enemy break through at one point on the Mojaisk sector. The decision had been made to preserve the strength of the state. He added that M. Stalin and his Defence Council were still in the capital. The Soviet Government knew that Hitler’s present drive would not be his last, but it would be his last big one. Several groups of German bombers tried to raid Moscow on Wednesday night but the Russians claim that only five of the raiders penetrated the defence. Some civilians were killed.
