German Representative On Shanghai Council

(Received 12.30 p.m.) SHANGHAI, April 2.

For the first time since 1914 active German participation in the Government of the International Settlement at Shanghai for a limited period is possible as the' result of a plan drafted by United States, British and Japanese consular representatives under which the council would be enlarged to comprise four Chinese, three Japanese, three British, three American, one German and two councillors of other nationalities, instead of the present representation of five Chinese, five British, two American and two Japanese. The proposal would require the consent of the Chungking Government and all Treaty Powers.
