DOMINIONS NOT INVOLVED
BAN ON ARMS SHIPS TO SPAIN

Mr Malcolm MacDonald, Dominion Secretary, said in the House of Commons that the new shipping Bill banning conveyance of munitions to Spain did not apply to the Dominions, therefore no question arose of consultation with the Dominion Governments, which, however, had been informed of the British intention to legislate. He was unaware whether any of the Dominions contemplated similar action.
Sir Percy Harris (Liberal—Bethnal Green) suggested that the embargo would be ineffective unless the Dominions co-operated, but Mr MacDonald replied that the whole matter was being considered in consultation with the. Foreign Office. “I think the question is largely academic,” he added. “There are very few Dominions with registered vessels of the type concerned, but if there is evidence that Dominion ships are likely to be involved we will certainly have to consider the matter further. On present evidence I don’t think action is necessary.”
