(Received 9 a.m.) MEXICO CITY, October 29. A message from Yera Cruz states ihat Dr. Salvador Mendoza, one : -of the drafters of +ho new civil code" for that State, announced today- that the State authorities fliave decided to draw up a law to establish a system of birth control in Vera Cruz. '
An attorney said the law would require married couples who wished to have children to appear before a board. Inquiry would be. made us to the size of the family, the "ability nf tho man and wife to provide and educate, > and tho conditions of health c£ the would-be parents. The .measure would prohibit the birth of children ta .exJfromcly poor, incompetent or defee.tivc people. Dr. Mendoza explained that he was preparing the birth control law of the code with the idea of benefiting ■ the proletariat and bettering .the race. The State Government proposed to appoint a committee of obstetricians to discuss with Margaret Sanger, well-known American birth control advocate, how best tho code could be applied.
