M\ HERRIOT DISCOURSES. ON REPARATIONS CONFERENCE. (Received 2.30 p.m.) PARIS, August 21. The Chamber was packed when M. Herriot made Ihis statement o>n the London Conference. He said that the Conference was only the first stage towards real pence. The agreement marked the beginning of a new era. An undirninished guarantee and security were ensured to France under the Treaty of Versailles'. The ecusequences would be grave if the agreement were repudiated. The policy regarding the Ruhr dominated the negotiations-. Though he refused to allow the Ruhr to be included in the Conference it was impossible for hirr. to eliminate the problem, all the more because there were the strongest reasons for thinking fhat if France remained in the Ruhr she would remain absolutely alone. It was a choice between re-establishment of the inter-Al lied entente and the maintenance of isolated action.
The French Government had neglected no opportunity of bringing up. the ciuestion of inter-Allied debts, but it was impossible to join discussion on the debts with discussion on the execution of the Dawes plan. The debts and the question of security would bo discussed at a special conference later, but he Tiad obtained an agreement that evacuation of the Cologne zone would not be contemplated until Germany satisfied her treaty obligations, including those of the Disarmament Conference, which came to a. deadlock on Julv 2(5.
