NAVAL OFFICERS' DUTIES.

The "Daily Telegraph," commenting on the Onslow incident in Australia, says there is no secret that much friction exists between British officers lent by the Admiralty and local authorities qwing to the latter interfering with the former discharging their duties after the British fashion.
