_ • TO ENFORCE LAW OF NATIONS. SUGGESTION FOR CONGRESS. V*p THE HAGUE, Aug. 22. In connection with the Hague Peace Congress, Professor Van Vollenhoven, of Leyden University, has suggested a scheme to enforce international law by means of an international fleet. He instanced the example of the demonstration against Montenegro. If an international fleet consisted of the Navy of all countries, they could enforce law either in England or Germany. The proposal will have little support in the Congress, as it is considered impracticable
